Abstinence-only education programs meant to teach children to avoid sex until marriage failed to control their sexual behavior, according to a U.S. government report.
Teenagers who took part in the programs as elementary and middle school students were just as likely to have sex as those who did not take part in them, the survey found.

To answer your question, as snoow dodged this one, we have sex-ed in highchools in France. But it's main goal is to say : "Whatever you do, and whoever you do it with, PUT A CONDOM".
In little schools (at the age of 10), as we have to study human biology, the sex-ed exists and is more about the "How to make babies" issue. But I remember my teacher who said to us that adults make love not only to have a child but for the pleasure it brings… and he advised us to remember the condom the day it would happen to us…
I wonder if he would not have problems today, with parents or his superiors.
Funny by the way : the children rather like it when adults speak to them with honesty, whatever the subject… On these matters, they are not shocked… their parents are ! But that's another debate, isn't it ?

Anyway, yeah, I definitely think this is the logical approach. Until recently, it was the approach at most schools. In a terribly cool new developement, the new governor Ohio is going to fight to end abstinence only sex-education in the state. I think only one other state (New Jersey, perhaps?) has done this already. It's good to know that Ohio can sometimes be progressive (or at least just logical).
